Bezpośrednio przed Pierwszą Wojną Światową Argentyna nie
posiadała nowoczesnych, szybkich krążowników. Najnowszy z nich, Buenos Aires z
1896 r. przy wyporności 4788 ton i uzbrojeniu w 2 działa 203 mm, 4 działa 152 mm i 6 dział 120 mm rozwijał prędkość 24
w. (oczywiście jako okręt nowy, potem zapewne mniej). Tymczasem Brazylia
zbudowała w Wielkiej Brytanii 2 nowoczesne i stosunkowo szybkie (26,5 w.), choć
lekko uzbrojone (w działa kal. 120
mm) krążowniki typu Bahia. Ich odpowiedników flota
argentyńska nie posiadała. W tej
sytuacji postanowiono o zamówieniu nowoczesnych szybkich krążowników za
granicą. Zlecenie ulokowano w polskiej stoczni w Windawie dla której było to
największe jak dotąd zamówienie eksportowe. Zamówione jednostki cechowały się
wypornością 3600 ton, prędkością 28 w. i
uzbrojeniem w 6 dział 152
mm. Okręt prototypowy został zwodowany w I połowie 1914
r. ale wobec wzrastającego napięcia międzynarodowego prac nie przyspieszano
zbytnio i w efekcie nie został on ukończony do sierpnia 1914 r. Po wybuchu
wojny jednostka została zarekwirowana i po wykończeniu wcielona do floty
polskiej.
