W 1916 r. Niemcy wycofali ze służby predrednoty typów Kaiser Friedrich III i Wittelsbach. Tym samym do wykorzystania stało się dostępnych sporo dział kal. 240 mm i 150 mm, co można by wykorzystać budując poniższą jednostkę (lub jednostki). Jest to okręt do wsparcia ogniowego wojsk lądowych, czyli stosując terminologię anglosaską – monitor. W sumie – nieco wzorowany na brytyjskich jednostkach tej klasy, z którymi Niemcy mieli do czynienia od 1915 r., co mogło by im dać asumpt do zbudowania własnego odpowiednika. Z tym, że w niemieckich realiach okręty służyłyby na Bałtyku, gdzie mogłyby pomagać w działaniach wojsk lądowych w pasie nadmorskim, uczestniczyć w forsowaniu cieśniny Irbeńskiej, w działaniach na wodach Zatoki Ryskiej i wokół wysp moonsundzkich (np. wspierać desant na nie). Okręty mają skrajnie uproszczoną konstrukcję, kadłub o maksymalnie prostych liniach i pełnych kształtach, oraz są napędzane maszyną parową potrójnego rozprężania z kotłami opalanymi węglem. W skład uzbrojenia wchodzą 2 działa kal. 240 mm w oryginalnej wieży przeniesionej wprost z pancernika i posadowionej na nowej barbecie, uzupełnione 2 działami kal. 150 mm do obrony przed wrogimi niszczycielami i 2 plotkami. Ochronę stanowi pancerz grubości 100 mm oraz 35 mm pokład.
