W czasie DWS i przed nią Rosjanie sporo eksperymentowali z różnego rodzaju jednostkami przybrzeżnymi i rzecznymi wyposażonymi w wieże czołgowe lub nawet wyrzutnie rakiet niekierowanych („katiusze”). Były wśród nich jednostki klasyfikowane jako kanonierki opancerzone, z jedną lub dwiema wieżami, wypierające po kilkadziesiąt ton, lekko opancerzone, za to osiągające rzekomo spore prędkości (ponoć nawet 28 w.). Były też jednostki większe, nawet 150-tonowe (MBK-161, MBK-186), dwuwieżowe z generalnie bardziej rozbudowanym uzbrojeniem (działka, km-y), przyzwoicie opancerzone, ale wolniejsze (do 18 w.). Podsunęło mi to pomysł rozwinięcia tej idei i zbudowania większego uniwersalnego okrętu rzeczno-przybrzeżnego, umownie nazwanego monitorem. Okręt byłby przeznaczony na spokojne wody przybrzeżne i śródlądowe (wybrzeża Morza Bałtyckiego i Czarnego, Morze Kaspijskie, Amur). Głównym uzbrojeniem jednostki są 4 wieże z czołgów T-34/85, uzupełnione działkami plot i karabinami maszynowymi. Napęd stanowią silniki wysokoprężne. Okręty otrzymały oczywiście opancerzenie – wieże posiadają standardowe opancerzenie jak w czołgach T-34/85 czyli 90 mm od czoła i 75 mm z boku, pas pancerza burtowego ma 37 mm a pokład – 15 mm.
