Na przełomie wieków powstał w Rosji projekt nowego pancernika obrony wybrzeża, który miał stanowić znaczące ulepszenie poprzedniego typu Admirał Uszakow. Jednym z głównych założeń było uzbrojenie okrętu w jednolitego kalibru artylerię (czyli byłby to najprawdziwszy w świecie drednot obrony wybrzeża!), o możliwie dużym kalibrze umożliwiającym sprawne strzelanie przy ładowaniu pocisków zarówno mechanicznym jak i ręcznym. Za kaliber który to umożliwia, uznano 8 cali (203 mm). Dla samoobrony przed torpedowcami zainstalowano działa kal. 75 mm Caneta, a oprócz tego kilka 3-funtówek Hotchkissa i km-ów Maxima. Oprócz tego okręt uzyskał usprawnienia w postaci podniesionego o jedną kondygnację pokładu dziobowego, oraz kotłownię z kotłami wodnorurkowymi typu Belleville (zamiast kotów cylindrycznych jak na poprzednim typie). Byłą też ponoć opcja zastosowania kotłów Niclausse, ale one uchodziły za awaryjne i zawodne, zatem uznaję tą opcję za mniej prawdopodobną. Okręt miał zostać nieźle opancerzony: buty 178-102 mm, pokład 51 mm, wieże artylerii głównej 152 mm, kazamaty 76 mm. Są to wartości nieco niższe niż na Admirale Uszakowie, ale on miał pancerz utwardzany metodą Harveya, a tu zapewne można by oczekiwać pancerza Kruppa, przez co poziom ochrony, mimo niższych wartości grubości pancerza, powinien być zbliżony.
