Na przełomie lat 70- i 80-tych XIX w. flota turecka cierpiała na niedostatek nowoczesnych jednostek krążowniczych. Funkcje takie, z konieczności wypełniały wciąż przestarzałe nieopancerzone korwety z lat 50- i 60-tych, typów Sinop, Beyrut i Mansure. Było to wszystko jednostki małe, bo kilkusettonowe, powolne (10-11 w.) i uzbrojone w archaiczną artylerię gładkolufową (lub dosłownie pojedyncze działa gwintowane). Jedyny nowszy okręt tego rodzaju, budowany od 1881 r. w rodzimej stoczni (korweta Haybetnuma), został ukończony w…. 1895 r., co jest najlepszym dowodem indolencji trapiącej ówczesne imperium osmańskie. Było by więc uzasadnione, by zamówienie ulokować w stoczni zagranicznej. Wybór w sposób dość naturalny padł na stocznię brytyjską. Proponowany okręt jest średniej wielkości jednostką o wyporności prawie 2800 ton, wyposażoną w wypukły pokład pancerny o grubości 38 mm, oraz uzbrojony w nowoczesną artylerię odtylcową: 8 dział kal. 150 mm w burtowych kazamatach oraz w obrotowych stanowiskach pokładowych oraz 2 działa kal. 120 mm. Ma oprócz tego 11 działek do zwalczania torpedowców, które wyrosły w tym czasie już na istotne zagrożenie dla dużych jednostek nawodnych. Okręt na napędzie parowym rozwija 16 w. oraz, by pozostać w zgodzie z realiami epoki, posiada wciąż pomocniczo ożaglowanie barkentyny. Równoczesne użycie napędu mechanicznego i żagli powinno dodać mu co najmniej 2-3 węzły do prędkości maksymalnej – oczywiście przy sprzyjających wiatrach ;)
