Traktat wersalski wprowadził dla floty niemieckiej istotne
ograniczenia ilościowe i jakościowe odnośnie pancerników. Nowo budowane
jednostki tej klasy mogły mieć maksymalnie 10.000 ton wyporności i być budowane
jedynie dla zastąpienia starych predrednotów jakie pozwolono Niemcom zachować,
po upływie minimum 20 lat od ich zbudowania. W ramach istniejących ograniczeń
rozważano wiele różnych wariantów pancerników, które łączyła jedna cecha –
wszystkie były typowymi jednostkami obrony wybrzeża, z racji małej wyporności
nie mającymi większych szans w starciu z najsilniejszymi pancernikami czołowych
potęg morskich. Jednym z wariantów takiego okrętu był projekt II/10 – uzbrojony
w 4 działa 380 mm.
