ciężkiego Algerie skłoniła francuskich projektantów do opracowania ich
powiększonego następcy, na którego charakterystykach nie kładłyby się
cieniem traktatowe ograniczenia wyporności. Zaprojektowane okręty przy
wyporności standardowej ok. 15.000 ton i uzbrojeniu w 9 dział 203 mm w
trzech wieżach, charakteryzowały się wzmocnionym opancerzeniem i większą
prędkością niż którykolwiek z krążowników ciężkich zaprojektowanych z
zachowaniem 10.000-tonowego limitu wyporności.
