Po wojnie krymskiej rosyjska flota czarnomorska została zlikwidowana. Tymczasem Turcja w latach 60-tych XIX w. zbroiła się na morzu na potęgę, zamawiając m.in. w stoczniach brytyjskich i  francuskich 4 duże pancerniki bateryjne typu Osmaniye, oraz wiele mniejszych okrętów wieżowych, kazamatowych i centralnobateryjnych. Tym siłom Rosja nie miała nic do przeciwstawienia. Formalnie, Morze Czarne na podstawie traktatu paryskiego było zamknięte dla okrętów wojennych obydwu stron, ale w przypadku Turcji, mającej pod kontrolą Dardanele, była to fikcja. Przeciwnie Rosja – najbliższe okręty miała na Bałtyku i nie było żadnych szans by w przypadku wojny wprowadzić je na Morze Czarne. Stąd pomysł wybudowania średniej wielkości pancernika dla floty czarnomorskiej, mogącego być przeciwwagą dla najsilniejszych jednostek osmańskich.
