połowie lat 90-tych XIX w. Portugalia planowałapowiększenie swojej
floty o dwa nowe okręty obrony wybrzeża. Miały to byćminiaturowe
pancerniki, przeznaczone dla obrony Lizbony, i zbudowane w
rodzimejstoczni według planów brytyjskiego Lairda. Miały to być okręty
bardzo podobnedo argentyńskich okrętów typu Independencia, nieznacznie
jednak większe, cospożytkowano głownie na osiągnięcie nieco większej
prędkości. Ostatecznie zplanów tych nic nie wyszło i postanowiono się
ograniczyć do głębokiejprzebudowy starego okrętu Vasco da Gama.
