Miny morskie zastosowano po raz pierwszy już w czasie wojny
krymskiej. Swą skuteczność udowodniły podczas wojny secesyjnej, a w latach
70-tych były już uznawane za skuteczne i groźne narzędzie prowadzenia wojny
morskiej. Stąd pomysł wyspecjalizowanej jednostki – stawiacza min (krążownika minowego?) dla marynarki
wojennej Japonii, zdolnego do postawienia ok. 400 min. Co prawda historycznie rzecz ujmując, nie było wówczas
jeszcze takich jednostek, niemniej z technologicznego punktu widzenia nic nie
stało na przeszkodzie, by taki stawiacz min zbudować – wystarczyłby być może
jeden wizjoner w odpowiednią siłą przebicia;-)
