Po wojnie ze Stanami Zjednoczonymi, flota hiszpańska pozostawała w głębokim kryzysie. Dotkliwie odczuwano brak ciężkich okrętów –jedynym pancernikiem w służbie pozostawał przestarzały Pelayo. W 1902 r.minister marynarki Sanchez de Toca opracował plan budowy 7 nowych pancerników,mających mieć po 14-15 tys. ton wyporności, prędkość 19 w. i zasięg 2500 Mm przy prędkości 14 w. Wyraźnie widać, ze chodzi o duże okręty obrony wybrzeża, a nie trzon nowej floty oceanicznej (Hiszpania nie miała już bowiem  w tym czasie praktycznie żadnych kolonii do bronienia). W swojej wizji okrętu jaki mógłby powstać w ramach tego planu poświęciłem świadomie zasięg na rzecz siły ognia, uznając jednocześnie że brak jest przeszkód do wprowadzenia już wtedy novum w postaci trójdziałowych wież artylerii głównej. Powstały okręt nadal należy do klasy predrednotów, ale od większości z nich jest lepiej uzbrojony, nieco szybszy, a do tego nie gorzej opancerzony.
