Niniejszy
okręt jest próbą zrealizowania idei która przyświecała konstruktorom
innego rosyjskiego pancernika z końca XIX w. - Rostisława. Chodziło o
zbudowanie jednostki małej (a przez to stosunkowo taniej) oraz mającej
małe zanurzenie, co umożliwić miało podejście blisko brzegu celem
ostrzeliwania celów lądowych. W przeciwieństwie do Rostisława, gdzie
tych założeń nie udało się zrealizować, ten projekt wygląda dość
obiecująco - przy ograniczonym zanurzeniu i wyporności, udało się
zainstalować 4 12-calówki, i osiągnąć prędkość 17 w. Oczywiście coś
kosztem czegoś - ucierpiały dość znacznie zasięg okrętu i powierzchnia
opancerzenia, co z kolei przełożyło się na nienadzwyczajną odporność na
trafienia..
