odpowiedź tego kraju na rozwijający się w początkach XX w. wyścig zbrojeń

z 8 dział 343 mm mógłby spokojnie mierzyć się z jakimkolwiek innym drednotem posiadanym
przez państwa Ameryki Płd. Na pewno byłby to projekt okrętu o dużo bardziej
zrównoważonej charakterystyce niż jednostki Brazylii (zbudowane – typ Minas
Gerais, jak i niedoszły Rio de Janeiro) czy Chile (Almirante Latorre).
